Our core governing bodies and how they work
The College Board is governed by a Board of Trustees with guidance from three national assemblies and six regional assemblies.
Board of Trustees
Elected by College Board member delegates, the Board of Trustees is the governing body of the College Board. The chair and vice-chair serve two-year terms and other Trustees generally serve four-year terms. The president of the College Board and the chairs of the three national assemblies also serve on the Board of Trustees.
The Trustees are responsible for:
- Making legal and fiduciary decisions for the corporation
- Approving the mission, strategic goals, and objectives
- Establishing policies related to membership, programs, and services and approving the annual budget and major program fees
- Advising the president, who is responsible for the management of the organization

National and Regional Assemblies
Member institutions appoint a delegate to each of our three national assemblies-the Academic Assembly, the College Scholarship Service Assembly, and the Guidance and Admission Assembly. Each national assembly provides the College Board with guidance on the issues and College Board activities related to the professional areas represented.
Academic Assembly: The Academic Assembly advances educational excellence for all students through the articulation and elaboration of academic standards and standards for the delivery of curriculum and instruction, horizontally across the disciplines and vertically across the educational continuum. It provides a forum for addressing issues related to curriculum, articulation, assessment, the governance structure of schools, and sustained professional development.
College Scholarship Service Assembly: The College Scholarship Service Assembly provides the College Board with guidance on the consideration of policies, practices, and procedures designed to help students and families prepare to meet the costs of postsecondary education; and to support institutions, agencies, and organizations in the equitable and efficient administration of student financial aid programs.
Guidance and Admissions Assembly: The Guidance and Admissions Assembly serves as a forum for the consideration of issues and actions related to providing educational opportunities for all students at crucial transition points in their lives. The Assembly identifies and responds to the needs of its members as they work, individually and collectively, to encourage students and families to keep options open and to provide opportunities for student access and success.
Those serving on national assemblies may also take part in the regional assemblies, which provide cross-professional guidance on the regional level.
Delegates vote on College Board governance issues at the assembly meetings held at College Board regional and national conferences, like the Forum, and can serve on the councils that govern the three assemblies.
