International Restrictions

Restricted countries and persons

As a United States-based corporation, the College Board, along with our representatives overseas, is subject to U.S. economic sanctions, laws, and regulations. We are therefore prohibited from providing testing services to or accepting registrations from persons in certain countries (such as Iran and Cuba) or to persons designated by the U.S. government as Specially Designated Nationals and Blocked Persons. Please see The Paper Registration Guide for the SAT and SAT Subject Tests for more information.

Identification restrictions

Students testing within the following countries must present a valid passport as ID to be admitted for testing:

  • Ghana
  • India
  • Nepal
  • Nigeria
  • Pakistan

To be admitted for testing, students from the following countries must present as ID either a valid passport or a national ID of the country in which testing is taking place:

  • Korea
  • Thailand
  • Vietnam

Online registration restrictions

Online registration is not permitted in:

  • Benin
  • Cameroon
  • Ghana
  • Kenya
  • Nigeria
  • Togo

Students registering to take the SAT® in any of these countries must register by paper, and they must mail their Registration Forms in time to arrive by the regular registration deadline if registering on their own (or by the early registration deadline if registering through an SAT International Representative).

Students in these countries who need to look up their test center codes cannot use the online code list search. Please direct them to find the codes in the SAT Code List, International version (.pdf/884K).

Along with their completed Registration Form, students must submit payment to the College Board by one of the following means:

  • Check drawn on a U.S. bank
  • U.S. Postal Service money order
  • International money order
  • UNESCO coupon
  • Bank draft
  • Fee waiver (U.S. citizens who are financially eligible)

Registering through an SAT International Representative

Students registering to take the SAT through SAT International Representatives must register by paper, and they must mail their Registration Forms in time to arrive by the early registration deadline.

SAT International Representatives have specific fee payment guidelines, as noted in the listing given in the student’s area of this website. (This link will take you out of the professional sector and into the student area.) Only the Representatives listed are authorized to accept registrations on behalf of the SAT Program. We will return registrations that are submitted through unauthorized agents.

Other registration and testing restrictions

Testing in Kenya

Students in Kenya must register for the SAT through Frise Holdings (the sole SAT Representative in Kenya authorized by the College Board). Frise Holdings will distribute copies of The Paper Registration Guide for the SAT and SAT Subject Tests, process all test registrations, collect fees in local currency, and coordinate with Kenyan test centers.

The following restrictions apply to testing in Kenya:

  • No online registrations are accepted.
  • Payment by credit card is not allowed.
  • Standby registration and test center changes on test day are not permitted.

Testing in Korea, Thailand or Vietnam

Due to test security concerns, the following restrictions apply:

  • Standby registration and changes to test type, test date or test center are not permitted on test day.
  • A valid passport or a valid national ID issued in the country in which testing is taking place is required as ID to be admitted for testing.

As an added precaution, supervisors have been instructed to collect all cell phones before testing begins. The College Board will not be held responsible for the loss, theft or damage of prohibited electronic devices in the test center.

Testing in Nigeria

The following restrictions apply to testing in Nigeria:

  • No online registrations are accepted.
  • Payment by credit card is not allowed.
  • Standby registration and test center changes on test day are not permitted.
  • A valid passport is required as ID to be admitted for testing.

Students may register through GIEVA, which is the sole SAT representative in Nigeria authorized by the College Board. Payment must be in bank draft or money order payable to GIEVA, in local currency at the current exchange rate. Credit card payment is not accepted.

Testing in Benin, Cameroon, Ghana, or Togo

Due to test security concerns, the following restrictions apply in Benin, Cameroon, Ghana, and Togo:

  • No online registrations or telephone re-registrations are accepted.
  • Payment by credit card is not allowed.
  • Standby registration and test center changes on test day are not permitted.

Students in Ghana must present a valid passport as ID to be admitted for testing. 

Testing in India and Pakistan

The following restrictions apply in India and Pakistan:

  • Sunday testing is not available.
  • Testing closer to home is not offered.
  • A valid passport is required as ID to be admitted for testing.
